I certainly would not include having an MLS as being necessary to be a librarian. That is wishful thinking on the part of the ALA. After all, Melvil Dewey didn't have one...
I don't do this to open the MLS can of worms, but simply say that there are a lot of people doing all the things MLS holders do, many with the title librarian.
Here is one on the fly:
A person engaged in aquiring and organizing materials that contain information or have recreational value, or a person who helps others retrieve these sources of information or recreation.
